Florian Schneider and others have organized a non-aligned summit on open education. It is taking place May 24-28 in Berlin.
They have made a good effort to involve those who cannot attend, and there seems to be timely posting of speeches, papers, etc. and they plan to have real time interaction as well as streaming audio.
The themes seem to tie in well with what is planned for Dubrovnik, and there are some attendees like Lawrence Liang who will be at both events. He is helping with a public declaration as a summit outcome. http://summit.kein.org/
