Photographs are in the public domain either because someone has dedicated them to the public domain or because the copyright term for the photograph has expired. The length of a copyright term differs from country to country, affecting when a photograph is regarded as in the public domain in that country.
Whether a photograph or any other work has protection in a particular country depends on the laws of that country. Therefore a photograph taken 50 years ago in the United States might still be protected by copyright in the United States but is regarded as in the public domain in other countries.
When a photograph is in the public domain, it means that copyright law does not restrict it from being used by the public. This means that an item in the public domain can be reproduced, distributed, modified or built-upon for commercial or non-commercial purposes.
When something is in the public domain you must still attribute the author.
